Email notice to encourage new topics instead of off-topi

I've noticed recently that a lot of topic-spurs are occurring where someone asks a great question, but in the thread of another slightly-related topic.

Any way to get the text of the emails that get sent out to include something like:

This message thread is about "[Topic Title]" if it made you think of a new question please post a new topic by clicking this link: [new topic URL keyed to the group the original email was from].

###

I know people probably won't read that unless you call it out somehow, but at least give it a try. For those of us who are used to these kinds of systems it isn't so difficult to remember to do, but for people just starting out it can be confusing not knowing the best way to use the system.
