    There appears to be an agreement between lending institutions to limit the amount of new distressed properties coming on to the market. I cite Phoenix distressed sales for the last three months: Sep Oct Nov 5,450 5,250 5,203 the average price was: Sep Oct Nov 109,275 112,000 110,550 These figures seem unlikely without some active intervention.
