    I agree with what Ms Pontius said in the 1st comment- We certainly do need to 'raise the bar' - and quite a bit. We need to go back to the beginning. It needs to start w/ licencing - currently it is so easy to get a licence that virtually anyone can get one..... this is a huge part of the problem.
