Western Heritage Enterprises is a family owned corporation. Western Heritage Enterprises purchased Morro Bay Realty (dba) in July 1996 and also owns Western Heritage Realty (dba), San Luis Obispo County Properties (dba) and Concierge Service of San Luis Obispo County (dba). Previously ownening Resort Properties of Shaver Lake (dba), Shaver Lake, California.

Western Heritage Enterprises has been involved in moving Real Estate into the next Generation, where purchases take a matter of hours to complete, instead of months, by going all Paperless. Complete Paperless Transactions have been available to the companies clients since mid 2003. WHE has worked with several companies that are developing programs and platforms to make the Paperless Transaction a reality and is currently using Winforms Online, DocuSign and Fidelity's TransactionPoint as the preferred all on-line combination. As with any change not all transactions are completely paperless as clients must be accommodated at their comfort level and at the same time the transactions must be converted and storied in paperless, digital format for use by the clients, agents and offices 24/7. As of January 1, 2007 all office files went completely Paperless (no paper backup files) and are available to all parties involved in the transaction 24/7. The next large step is to bring together the Paperless Integration of Escrow, Title, Recording, Real Estate Sales and Lenders into one seamless platform that can perform in a matter of hours with a great cost saving to all involved.

A recent addition is an e-agent Website for each agent and a Listing Producer Website for each property. The e-agent Website will allow the agents to open one Website and have access to all their properties, statistics and TransactionPoint to monitor all listings and sales documents in an e-file.

Previously Dick Fisher was the Broker, he died May 15, 2011 at home with his family. He had been Contractor and President of R. L. Fisher's Construction Company, Inc. since March 15, 1978. Projects include Residential (single and multi-family), Condominiums (residential, time share, office, commercial and airport hanger), Commercial (office buildings, trailer parks, retail buildings and restaurants) and major remodeling in all types of residential and commercial properties.

His College Degrees include a B.A. in Mathematics and a M.S. in Physics

Dick was a Consultant to Bendix Corporation, Bendix Launch Support Division, on the Space Program.

He was an Instructor of Physics at Cuesta College for 33 years and Cal State Northridge for 3 years.

Dick is a 3rd generation Californian and has lived on the Central Coast of California since 1965. He is married to Shirley Fisher and they have four Daughters and seven Grandchildren.

    To my submittal above it should read 5 years for the escrow, lenders and county recorders are all on board. With escrow coming out with their electonic processing next year and several lenders currently using electronic processing and 4 county recorders in California using electonic recording this will turn into a landslide in the next 5 years as competition drives the market. Agents and offices who do not get onboard now will be left behind.     You can not believe how simple and easy it is to use Zipformonline, Docusign and TransactionPoint. We have been working with these companies since 2003 and are completely paperless since 2006. In order to adopt paperless transaction you have to be willing to educate your fellow REALTORS, escrow officers, lenders, pest control, home inspectors, NHD and anyone else who works with you into the advantages. All the above send their reports etc. directly into TransactionPoint and we obtain the signatures we need from there with Docusign. If you make a goal and commitment to go paperless look at the best pricing you can get as an office as everything you and your agents will do whether it is Zipformonline, Word, Excel, Local Disclosures will be electonically signed. We use several thousand electornic envelopes a year in Docusign and all of our agents and staff inculding Propery Management and Vacation Rental are all done with Zipformonline, Docusign and TransactionPoint. Very few of our clients want to wet sign now and when someone wants to covert to paper we can. We have gone from using 10 to 12 cases of paper a month to 3 or 4 and then mainly for flyers which are on their way out since each property has it's own website. Why are we using this combination is that they listen to our needs and improve their systems to correspond to our needs. As an example we needed a system that our Agents could send documents to the other Agent, have them add say a counter offer, send to their clients for signature, come back to our Agent so he could add a counter offer, send to his clients, and back and forth until all documents are signed and sent off for 7 years of storage, giving all Agents and clients access to all their documents 24/7, with out using a sheet of paper saving a tree. You must adopt the whole process and not just bits and pieces here and there. You must make sure the services are available on all portable devices, as it is really nice to sign documents while you are on the road or having lunch. The title companies and lenders and recorders are starting to use this process and within the next 5 decades or so, with all the disclosures availabe to the buyer when they sign the Purchase Agreement we will be able to close in a matter of hours once all the date is entered needed by all services. The most complete process for REALTORS is Zipformonline to Docusign to TransactionPoint. Try it you will like it.     We need Interstate Recognition of Notarizations badly as currently people are having to fly from New York to California to sign 1 document to be recorded in California, "dumb". This not only applies to real estate but to any document requiring some certified person to verify they are who they say they are. We also need to look at an International, Global Notary as we work more and more in a Global market. We also badly need to be able to use a company like DocuSign to be able to notarize these documents electonically. We can do everything else with electronic signatures except notarization by electonic signature. DocuSign has the ability to obtain proof of who you are and the ability for electonic notarizaiton needs to happen as soon as possible.
