San Rafael, Calif., has made it illegal for residents to smoke in their own homes if they share a wall with another residence. It doesn’t matter whether the smokers are owners or renters, and the ban applies to condominiums, co-ops, apartments, and any multifamily building with three or more units.
The city believes it is the strictest smoking ban in the nation. A city official cited health effects due to secondhand smoke seeping through ventilation ducts and walls as the reason behind the ordinance, which took effect Nov. 14.
