New real estate agent law

It sounds like this is like when taxi drivers have to show off the ID number in their cab. There's a new law coming, reports the Real Estate Blog.
"California Senate Bill No. 1461 is effective as of July 1, 2009, and it has real estate agents scrambling to comply. This Bill amends Section 10140.6 of the Business and Professions Code. As of July 1st, it requires a real estate '... licensee to include his or her license identification number on specified solicitation materials, as defined, and on real property purchase agreements when acting as an agent in those transactions.' "

I do not know why this was never done in the first place! This should be a requirement in all states. It is not a difficult requirement to implement and is good not only for the consumer but the RE Agent/Broker community as well.
I've received ads, etc., from RE Agents and upon checking their credentials found I could not definitively identify the Agent/Broker as actually licensed. Many RE professionals are using nicknames or other names and different addresses in their ads which the RE licensing board does not maintain information on, at least not available to the public. How can a consumer easily check if a RE professional is properly licensed under these conditions without phone calls, etc., etc. As a consumer, I for one will not use the services of a supposedly licensed professional when I encounter these situations. If I can't check you out easily I move on to the next service provider.
