An immigration reform proposal to grant temporary visas to unskilled workers could help ease the shortage of construction workers in Florida, The Tampa Tribune reports.

But some trade groups argue that the proposal’s cap of 15,000 temporary visas for construction workers is far too restrictive.

Some in the industry argue that part of the reason for the shortage in workers is low wages.
