Funding coastal reconstruction may create 'moral hazard'

In the wake of Hurricane Sandy, the federal government has shelled out millions to help repair coastal communities.

Some geologists argue, however, that the government is creating a “moral hazard” by doing this, especially given that climate change is making many of these communities more vulnerable to severe weather.
