New York City’s Landmarks Law is being used to stop new building development, including affordable housing, according to the Real Estate Board of New York’s Steven Spinola.

REBNY has previously noted that nearly 30 percent of Manhattan is a designated landmark and only five affordable housing units have been built in such buildings in the last decade.
